Tony Platt | Derivative Operations Expert Witness | SEDA Experts 

Tony Platt has over 34 years of experience in Institutional Security and Derivative Operations. As a former Executive Director and Global Risk Officer at Morgan Stanley, he is an Industry-wide respected expert in Operations leadership, processes, and controls supporting a wide range of asset classes. He has expertise in Transaction Confirmation, Validation, Transaction Book Keeping, Reporting, Settlement, and Collateral Management. His 31-year career in Morgan Stanley Operations Division included global responsibility for Repo, Stock Loan, Interest Rate Derivatives, and Collateral Management. 

Mr. Platt, as the Global Head of Fixed Income Security Operations and European Head of Cash Management during the 2008 crisis, proposed and oversaw a consolidation of the Operations support of long and short position financing of securities at Morgan Stanley, resulting in an optimization of Security Financing and secured a long term technology investment.

 

He continued as Global Head of Financing Operations for 6 years ( 2008 to 2014) prior to being appointed the Global Head of Institutional Operations Risk, covering all aspects of Operations controls including; Fraud prevention and detection, Firm and Client Data protection, Operational Error response and correction, Regulatory Risk, Technology and Security Risk and Business Continuity Risks. In this capacity, Tony served on the Firms European risk committee.

 

Prior to these roles, Tony Operated as Global Head of Interest Rate Product Operations ( 2006 to 2008) Global Head of Collateral Management and Fixed Income Securities ( 2002 to 2006), EMEA Listed Derivative Operations ( 1998 to 2002) EMEA Commodity Operations ( 1994 to 1998).

During his spell as Global Head of Financing Operations Tony was a member of the ICMA ( International Capital Markets ) Repo Council Operations group and operated as Chair for 3 years, during which he worked with the European Commission to specify appropriate regulations and reporting for Repo and Stock Loan.

 

He also contributed to the advice provided to the Greek Treasury to assist them through their sovereign debt funding crisis in 2009/10. Mr. Platt has also been the only Operations practitioner on the Swapswire Board prior to the merger with MarkIT.

 

He has also chaired the Equilend Operations Strategy Group and been a member of the Futures and Options Industry Association. 

Tony joined Morgan Stanley in 1989 to assist in Morgan Stanley's LIFFE membership application, having previously been part of a LIFFE support team at Yamaichi Intl. He managed the European Futures Clearing Operation for 5 years until 1994 when he was asked to execute a London metal Exchange membership application and create the Commodity Operations group In EMEA. In this role Tony migrated all European OTC commodity Derivative business onto the books of the London entity and also supported the company's entrance into the physical Gas and Electricity markets. 

Tony is a passionate follower of English Non League football and a very keen supporter of the England Cricket team. Most recently he has been assisting one of his sons with the creation of his horticultural business.

Tony lives with his wife in Hertforshire, England, he has two adult sons.
