Dr. Susin has served as lead economist on high-stakes investigations, contributing to major settlements and systemic reforms led by the U.S. Department of Housing and Urban Development.
Dr. Susin’s expertise spans econometrics, causal inference, and the application of machine learning techniques to identify lending bias, appraisal disparities, and algorithmic discrimination. He has extensive experience designing and implementing statistical analyses, estimating damages, and developing robust empirical frameworks used in regulatory enforcement and litigation. His work frequently involves large-scale loan-level datasets, geospatial analysis, and advanced modeling techniques to assess compliance risks and quantify discriminatory outcomes.
At the Federal Housing Finance Agency, Dr. Susin designed and implemented analytical programs to detect interest rate disparities and lender-specific compliance risks, directly influencing supervisory protocols and triggering enforcement investigations. He also led analytical work on appraisal bias, applying quasi-experimental methods and machine learning models to inform federal policy changes and revisions to national appraisal standards.
Previously, at the U.S. Department of Housing and Urban Development, he served as lead economist providing expert litigation support, including statistical evidence development, damage estimation, and expert presentations in support of federal enforcement actions. His work covered a wide range of discrimination issues, including redlining, pricing disparities, underwriting disparities, algorithmic bias, and discriminatory housing policies. He has presented findings to policymakers, regulatory agencies, legal teams, and external stakeholders, and has contributed to settlement negotiations in high-profile cases.
Dr. Susin has also contributed to methodological innovation in the field, including the development of empirical Bayesian approaches to damage estimation and advanced techniques for detecting discrimination in large administrative datasets. His research has been published in leading academic journals, discussed in detail in major economics textbooks, and cited in Oxford Handbooks across multiple disciplines. He has produced policy research and commentary on mortgage finance, housing access, and regulatory frameworks.
He is currently the Founder of the Center for Mortgage Access, a policy research organization focused on public mortgage finance and access to homeownership, where he publishes research and commentary on government-sponsored enterprises and housing finance policy. Dr. Susin holds a Ph.D. in Economics from the University of California, Berkeley, with a specialization in public sector economics and econometrics.
